Why china no such thing as 'RESIDENCY CARD" for foreigners?

Why china cannot issue such "GREEN CARD" or "RESIDENT CARD" to those foreigners who stays for more that 7 years above?

Why china no such thing as 'RESIDENCY CARD" for foreigners?
Because East Asian countries are not immigrant countries. Move to the country which takes open immigrant policy.
