I could start riding a bicycle from here (Pa) to California today without a permit.
My brother lives ad China and wants me to visit for the summer. He sent me a message last night on MySpace telling me about the plans to cycle from Beijing to Tibet, but then ran into the problem that we're white Americans, and look like white Americans, so we're going to have to dodge police so we won't get thrown in jail...
This permit law is for everyone in China, not just tourists. Especially since my brother is now a China citizen.
It's funny though because people complain that outsiders in America have to get a Visa or green card to come to the US for work or what not, but you need a permit just to go to another region there.

how can your brother be a Chinese citizen? I live in Shanghai and have been told by Chinese that it is near impossible to become a Chinese citizen as a foreigner, I am aware of only two white people that have become Chinese citizens and they had to paid millions of rmb to do it, as far as the permit it is just for your safety, I am sure they are curious as to why you are going to bike across the country but it is to help "protect" you in some ways and to watch what you are doing in others, hope you guys have a good time, China is a great place
