Can a foreigner obtain investment immigration by going to the U.S. Embassy in their country?

I have a friend from China who wants to obtain a green card to the United States through investment immigration. Can he go to the U.S. Embassy in China to handle this matter? Will the U.S. Embassy there allow him into the embassy for that?

most Americans visiting any embassy have hard time getting inside let alone a foreign national you can only gain entrance upon invitation after being screened by both Chinese and DHS security agents they may entertain it if he has millions and can prove legitimate gain of funds not borrowed money aside he will only get temp visa no green card
