i have been hearing china giving out green card but it was never written down on a china embassy site and i heard som immigration rules is changing soon at china is tat true? if it true when it gona start changing

By green card, I assume you mean work visa. If so, the answer is yes, but you must have a job first. Your employer will apply for it for you. I don't think it is possible to get a work visa yourself, or to have one unless you already have a job.
